000002391 520__ $$2eng$$aThe Enterprise and Regulatory Reform Act 2013 (ERR) introduces a number of changes to the legal framework with the object of protecting heritage in England. This paper considers whether six of the main changes will enable more efficient and effective protection of heritage. The question is how do they affect the local authorities’ duty to consider the effect of proposals on the architectural and historic character of affected listed buildings. The paper will also consider whether the ERRA will provide real benefits for owners of heritage assets and local authorities, that is, whether it will cut costs and reduce bureaucracy, and ensure existing levels of heritage protection.
