The historic urban landscape: learning from a legacy

Experts have been gathering for long to discuss their ideals and experiences on heritage management. One of their aims is meeting in search for common ground and drawing up best practice guidelines, to be endorsed and applied worldwide. However, in the past halfcentury the reality of, and the ideals on, the protection of the cultural heritage shifted significantly. How this shift can be found reflected on those guidelines will be revealed and discussed in this paper. How did the process heritage management evolve over the past decades? And who is to be involved at what stage? First, a short literature review will introduce current theory on the topic. This will be complemented by a comparative analysis of a selection of seven key doctrinal documents. The selection ranges from the 1964 ICOMOS Venice Charter to the 2011 ICOMOS Valetta principles. Their content is systematically analyzed using a descriptive-analytical method from the narrative tradition in evaluation research. Results will be presented in a summary matrix, tracing and comparing the evolution of what is considered heritage and why. Correlating the results will reveal the changes in the (recommended) heritage management process. It will also provide some recommendations to shape the agendas for research in heritage theory, policy and practice in relation to heritage management and sustainable development.
