We prepared 12 frames that were designed by Japanese designers and composed of circular hollow steel columns and wide-flange steel beams connected with external diaphragms. The external diaphragms were represented by rotational springs in the numerical study. To define the strength of the connections, a parameter called connection factor r is introduced. It is the ratio of the final moment capacity of the connection to the full plastic moment of the beam connected to it. A dynamic analysis of the steel frames connected to the semi-rigid connections was conducted by inputting two kinds of seismic waves. From the result of the dynamic analysis, the aseismic design requirements of the steel frames with an external diaphragm can be obtained at the point of the energy absorbance capacity.
