In the 1970s, with the rapid development of the GPS technology, a new era of Geodesy that overcomes conventional means’s limitations has come. During the 1990s, GPS accuracy has reached to 10-8. China has basically established a GPS seismic monitoring network,with this network the dynamic crust changes can be monitored and the Earth's interior and crust movement trends can also be analyzed. In this paper, based on the data of GPS seismic monitoring network a new model that can improve earthquake monitoring and forecasting is presented.
