Partial factors for wind actions considering hidden safety due to time invariant components


Abstract eng:
Wind actions depend on the time variant component q  =  ρv2/2, where v denotes wind speed, ρ the volume density of air, and on the time invariant component C characterizing structural conditions. Resulting action C q depends on several random variables described by relevant three parameter lognormal distributions. The characteristic wind pressure wk is given by the characteristic value of annual wind speed v1,k and by a specified value Csafe of the component C, suspected of providing “hidden safety”. The design wind pressure wN,d related to N years is defined as the upper fractile of wN corresponding to the probability Φ(−αFβ), where Φ denotes the standardized normal distribution, αF FORM sensitivity factor and β the target reliability index. It is demonstrated that the partial factor γw = wN,d /wk may be expected within a broad range depending on β, N, skewness αv and on the hidden safety Csafe.
