Actually, because of requiring a large number of samples and consuming a long time, independent resampling is impossible to achieve sometimes. Estimation of extreme wind pressure with short-term wind pressure time history samples would be accurately and it has been continuously concerned by scholars. Increasing sample size by blocking wind pressure time history (block method) is a commonly used method. In order to ensure the effectiveness of block method, the independence of block should be guaranteed. However, it has not been solved satisfactorily. To guarantee the independence, the block size has been determined by using rescaled range analysis to make a judgment of long memory vanishing point. Sub-samples consist of extreme values which are extracted from each independent block. The observation period of the sub-sample is usually less than the standard observation period. The standard observation period is determined by the basic wind speed or the basic wind velocity pressure, and regulations of the various national are different, usually refers to the 10min in China. Because of been contained in the same clustering, adjacent sub-samples may be not independent of each other. Declustering has been introduced to get independent sub-samples. Based on block maxima method (BMM), a method for estimating the extreme wind pressure coefficient by using sub-samples is suggested. Combined with the rigid model wind tunnel test data of the flat roof, the research has been done by making a comparison between suggested and other extreme wind pressure estimation methods.
