INTERNAL GAS EXPLOSION RELATED RISKS IN LARGE PANEL SYSTEM BUILDINGS

Since the progressive collapse of a part of the Ronan Point building in 1968, much research has been carried out to either prevent or reduce the likelihood of disproportionate collapse of buildings. Structural requirements to reduce the likelihood of progressive collapse have been introduced into the UK’s Building Regulations, starting with the relevant Local Government Circulars of 1968. The current Building Regulations and the Eurocode EN1991 also allow the use of risk assessments for deciding upon the required level of protection against disproportionate collapse. A methodology for the probabilistic safety-related risk assessment of Large Panel System (LPS) buildings facing the hazard of internal natural gas explosions is presented in this paper. Assessments carried out using this method helped clients with their decision making with respect to buildings that failed conventional structural safety assessments. In this way, this work indicated the potential usefulness of the current Building Regulations’ A3 guidance that allows the use of risk assessments in relation to disproportionate collapse.
